What earthwork in Dallas has to account for

Dallas sits on the Trinity River, where the Elm Fork and West Fork meet near downtown, and is crossed by White Rock, Turtle, Fivemile, Tenmile and Duck creeks. Most of Dallas County is flat, heavy Blackland Prairie with clayey soils over Austin chalk.
Dallas Development Services handles paving and grading permits. The application checklist calls for engineer-sealed civil plans, and sites of an acre or more also need a drainage plan and a copy of the SWPPP. Private-development engineering plans are reviewed by the Water/Wastewater, Paving/Drainage and Transportation Engineering divisions.
Under Article X, trees 8 inches in diameter and larger are protected, and removing them takes a permit unless the lot is under two acres with a single-family or duplex use. A grading or excavation permit does not cover tree removal; the city requires a separate tree removal application. Private development drains to the city’s own Drainage Design Manual, adopted in 2019.
